My little university community service project for this fall is working with a staff member to compile a comprehensive reference document for graduate students preparing to file their taxes. ?The purpose is to help graduate students make sense of the tax-related forms they receive (or don?t receive!) ? with lots of quotes and links to the IRS website ? so they can correctly figure out their school-related taxable incomes and deductions/credits. ?For those of you who have never received fellowship income, you might not realize how confusing this can be!

?

The challenge regarding this situation is that the staff members at my university are strictly prohibited from giving tax advice. ?That means the people who know the most about graduate student compensation have their hands tied with regard to helping students even when the students come to them for with very specific questions. ?To make matters worse, professional tax preparers, it seems, are almost universally untrained for the unique tax situation of graduate students.

?

Through these conversations, I have noted four?lies that I know some graduate students have been told by their classmates and tax preparers. ?Unfortunately, for the document we are creating we cannot make direct statements to counter these lies. ?But as this blog is unconnected with my university (and if you haven?t figured it out, I?m not a professional and you shouldn?t trust me!), I?m going to make those statements! ?I?m very curious to hear if any of you have directly encountered a situation wherein one of these was not true (and you?re sure the filer was correct).

?

One final disclaimer: The corrections to these lies are relevant for US citizens attending school in the US. ?Our document will cover more than just that situation but this is the current status of our research.

?

1. ?You don?t have to pay income taxes. / Your income isn?t taxable. / If nothing was withheld, you don?t owe any taxes.

?

If you?re paid a stipend that you?re free to use for your living expenses and such, it is taxable! ?I?m not talking about fellowships that pay your tuition, I?m talking about money that you don?t have to use for qualified tuition and fees. ?Your income may be so low that you don?t owe taxes, but you still need to file. ?Not every income type will be reported to the IRS by your university ? just because they don?t report doesn?t mean you don?t have to! ?You might not have any taxes automatically withheld for you during the year, but all that means is that you have to file quarterly estimated taxes, not that you can get out of paying.

?

2. ?You received a 1099; that means you are self-employed.

?

Your employer is your university ? you are not self-employed! ?(Well, okay, you might be self-employed as well, but that?s aside from your role as a graduate student.) ?Being paid with a 1099-MISC looks like contractor income for self-employed individuals (box 7), but a lesser-known usage of the form is for fellowship and scholarship income (box 3).

?

3. ?You can deduct tuition if you receive a statement about it from your university, even if you didn?t actually pay it.

?

Even if your 1098-T or some other letter makes it appear that you paid tuition, you can?t ignore the reality that the university paid it on your behalf (if that?s the case). ?If you didn?t actually pay it, you can?t take it as a deduction! ?The goal is to have your 1040 accurately reflect your taxable income, not to lower your tax burden by making it look like you paid your own tuition.

4. You don?t owe any taxes because you didn?t receive any official tax forms.

?

It rather makes sense that if you don?t receive any IRS forms reporting your income ? and particularly if it hasn?t been reported to the IRS by your university ? that you are absolved of your responsibility of paying taxes ? not so! ?I mean, just keep in mind whether you were paid (above tuition and fees) or not! ?I know of two tax situations wherein a student at my university would be paid taxable income yet not receive any official-looking forms from my university. ?1) If a student is paid through her Bursar account and the amount exceeds the qualified tuition and fees, she will not receive a 1098-T and yet does need to file/pay taxes. ?She needs to check the transactions in her Bursar account to calculate her taxable income. ?2) If a student has fellowship income and does not have taxes withheld, he will receive a ?courtesy letter? from my university in January instead of a 1099-MISC and that?s what he has to use to calculate his taxable income. ?Your university may handle these situations differently or there may be others for which they don?t send out forms.

5.3-magnitude quake, aftershocks rattle Calif.

SALINAS, Calif. (AP) ? A moderate earthquake and minor aftershocks jolted the central California coast over the weekend but didn't cause any damage, authorities said.

Nearly 6,700 people reported feeling the magnitude 5.3-quake when it struck late Saturday outside of King City, the U.S. Geological Survey said on its website.

USGS geophysicist Don Blakeman said the temblor struck in a "seismically active area" near the San Andreas Fault, about 90 miles southeast of San Jose. It was followed by at least four aftershocks that were greater than magnitude 2.5.

The area where the quake hit is a mostly rural area of rolling hills with large farms and ranches.

A magnitude 5-quake is capable of causing damage ? most often knocking things off shelves and making moderate cracks in walls and foundations, the USGS said. The sheriff departments for Monterey and nearby San Luis Obispo counties said they received calls about the earthquake but no reports of damage.

Far to the north, a minor earthquake with a preliminary magnitude of 3.5 rattled an area 15 miles east of Eureka, USGS said. Eureka police said no damage or injuries were reported.

The quake near Eureka was not related to the ones near King City, Blakeman said.

'Big Tex,' icon of Texas state fair, burns up

Stunned attendees at the State Fair of Texas witnessed the iconic Big Tex go up in flames Friday morning.

Some fabric that made up the towering structure's hand and sleeves could still be seen as firefighters gathered around the scorched area.

Big Tex's 75-gallon hat, 50-pound belt buckle and slow drawl -- "Howdy, folks!" -- have been greeting fair visitors since 1952. This year's fair, which closes Sunday, had been celebrating Big Tex's 60th birthday.

"It's a great loss for us because of its icon stature," fair spokeswoman Sue Gooding said.


Gooding said she didn't know the cause of the fire but did note electrical controls move Big Tex's mouth and head.

Gooding noted that no one was injured in the fire and added that she expects him to be back for next year's state fair.

"He'll be back, bigger and better than ever," she said.

Bill Bragg, the voice of Big Tex, said all the fair's safety measures were in place and no one was in any danger. Bragg says the fair will rebuild the iconic statue for next year's fair.

Both parties see gains coming from Medicare debate

WASHINGTON (AP) ? A little more than two weeks before Election Day, Republicans and Democrats alike say Medicare is working to their political advantage in campaigns for the White House and Congress.

They can't both be right, and no matter which side is, this is one campaign clash with consequences extending well beyond Nov. 6.

Mitt Romney "would replace guaranteed benefits with a voucher system," says a commercial that President Barack Obama's campaign aired in several states this fall. "Seniors could pay $6,000 more a year. A plan AARP says would undermine Medicare," it adds, making claims that Democrats in congressional campaigns echo in ads of their own from New York to California.

Not surprisingly, Republican presidential nominee Romney describes the issue differently as he describes what he and running mate Paul Ryan want to do.

"You pay into Medicare for years. Every paycheck. Now when you need it, Obama has cut $716 billion from Medicare. Why? To pay for Obamacare," one of Romney's ads says. "The Romney/Ryan plan protects Medicare benefits for today's seniors and strengthens the plan for the next generation," it says, a pitch that party strategists say is helping Republicans up and down the ballot blunt a perennial Democratic campaign attack.

Given the millions of dollars both sides are spending, the winner of the presidential election may well be able to claim a Medicare mandate. Add the near certainty that deficit reduction will be prominent on the 2013 agenda. Then factor in the official estimate that the Medicare fund that pays for inpatient care will run out of money in a little more than a decade.

The result is a near-certainty that significant change is coming for a program that provides health care to 49 million beneficiaries, the large majority of them age 65 and older.

Like so much else in a gridlocked capital in the throes of a tight election, much depends on where the argument begins.

A polling advantage on Medicare for Obama and fellow Democrats isn't surprising because surveys for decades have shown the public favors them on the issue. But a narrowing GOP deficit would be, and that's what Republicans say is happening, citing surveys in previous years that showed a Democratic advantage on Medicare of 20 points.

The polls vary. A Washington Post-ABC survey this month showed Obama with a 54-41 advantage over Romney on Medicare among likely voters, while a Pew survey made it 46-43 for Obama.

"The Romney/Ryan Medicare message has neutralized the issue," GOP pollster David Winston wrote in a memo for the American Action Network in August, shortly after Ryan, a Wisconsin congressman, was placed on the Republican ticket.

He and others say the passage of Obama's health care plan has given Republicans a new argument to make ? that passage of the legislation involved cutting $716 billion from Medicare over a decade. It's a point that independent voters dislike about the president more than anything else, according to Charlie Black, a Republican strategist and informal adviser to Romney.

But Mark Mellman, a Democratic pollster, said, "Nobody would put up all these ads if we didn't believe it was working."

Rep. Steve Israel of New York, head of the Democratic Congressional Campaign Committee, says he has a two-word answer to the GOP claims: Ron Barber. An Arizona Democrat, Barber won a special election in June to replace Democratic Rep. Gabrielle Giffords, who had been wounded in an assassination attempt. Both parties test-marketed ads on Medicare and Obama's health law in anticipation of the fall campaign.

The dispute over the ads themselves is no less intense.

Democrats reject the claim they cut Medicare to help finance the health law.

They say that law was financed partially by reducing the projected growth of Medicare, not cutting it. Ironically, it is the same argument that Republicans often fall back on when they are accused of seeking cuts to education or other programs.

Democrats also say that none of the $716 billion came from cuts in guaranteed benefits, but primarily from reductions in projected payments to private insurers in the Medicare Advantage program, as well as reimbursements to hospitals and other providers.

They also note that the health law eliminated the doughnut hole, a gap in coverage that required seniors with especially high prescription drug costs to pay large sums out of pocket.

But Republicans accuse Obama and the Democrats of making false accusations of their own.

They stress that neither Romney nor Ryan has proposed any changes for current beneficiaries or those within 10 years of enrolling in Medicare. They also cite independent fact checks concluding that Democratic claims of a $6,400 increase in out-of-pocket costs for seniors under the GOP approach are bogus, based on an outdated version of Ryan's plan.

Republicans also say that unlike Ryan's plan, Romney's does not include a mandatory cap on growth of the overall program to guarantee budget savings. Romney has yet to release details of his own proposal, or even a comprehensive description of ways in which it differs from his running mate's blueprint.

There's no doubt about the millions going into the campaign debate on the issue.

Obama's campaign seized on Medicare shortly after Romney named Ryan as his running mate. It spent nearly $16 million on ads in eight battleground states for several weeks beginning in mid-August, according to records compiled by ad checkers. Romney spent about $7.7 million over roughly the same time period.

There the issue sat, until Romney's strong showing in the first debate on Oct. 3 and Obama's poor one.

Suddenly, the president's campaign was back on the air attacking Romney over Medicare again, trying to blunt the Republican's gains in the polls.

Last week, Romney, too, mentioned Medicare in an ad that begins by cataloging the high unemployment and large deficits during Obama's term. "He just hasn't been able to put in place reforms for Medicare and Social Security to preserve them," the commercial says.

A similar clash is playing out more than two dozen Senate and House races, largely along the same rhetorical lines.

In California, Democratic challenger Raul Ruiz and the party's campaign committee have both paid for ads targeting Rep. Mary Bono Mack's record on Medicare. One accused her of "voting to end Medicare, leaving seniors at the mercy of insurance companies, paying $6,400 more."

The sixth-term congressman aired an ad of her own, and the National Republican Campaign Committee defended her as well.

"The truth: Mary voted to protect Social Security and Medicare. She always will," the congresswoman's ad said, before going on to accuse House Democratic leader Nancy Pelosi of being behind the ads. It claimed the ads were part of a campaign to put liberals back in charge of the House. "We get more taxes, higher spending, fewer jobs."

North Carolina tended to vote Republican in presidential elections for decades until Barack Obama turned it into a swing state in 2008, but Democrats have held the governor?s office for the past 20 years.

?If you are looking at states that are the biggest prizes in terms of governorships this year, North Carolina has to be at top of that list,? says Mike Schrimpf, a spokesman for the Republican Governors Association.

Former Charlotte Mayor Pat McCrory, the Republican candidate, leads in the polls by about 10 percentage points over Lt. Gov. Walter Dalton, a Democrat.

Mr. Dalton had a competitive primary after the unpopular Gov. Beverly Perdue decided not to seek reelection. He has had a hard time keeping up with the fund-raising and building the name recognition that Mr. McCrory enjoys, having already run for governor in 2008.

McCrory?s ?really selling himself as a pragmatic can-do problem solver ? [with] no hard ideological edges,? says Andrew Taylor, a political science professor at North Carolina State University in Raleigh.

Dalton is trying to make the case that the Republican-held legislature needs to be stopped from making more cuts to important areas such as education. He also put out a plan this week to prohibit sex-based wage discrimination, seek tougher penalties for domestic violence, and offer paid maternity and paternity leave to teachers and state workers.

If McCrory wins and the legislature stays Republican, as it probably will, it will be the first unified Republican government in the state in a century, Professor Taylor says.

Even if President Obama pulls off a narrow victory, it likely won?t be enough to tilt things in Dalton?s favor, he and others say.

Voting started in North Carolina Oct. 18.

Pinterest recruits users to rid pins of nudity and other naughtiness

The addition of these features shouldn't come as a surprise considering that Pinterest has been struggling to stay on top of?content which violates its community guidelines, such as pins which explicitly encourage self-harm or self-abuse, pornographic images, and so on.

According to?Dannie Chu, a software engineer at Pinterest,?users are now able to block others by clicking small flag icons on their profiles. This action will prevent the blocker and the blocked from being able to follow each other's boards, comment on or like?each other's pins, or repin content from each other.?A blocked person isn't notified if he is blocked, but we suspect that he'd quickly notice something is off when he is unable to interact with someone's pins.

If you see something that isn't just offensive to you personally, but against Pinterest's community guidelines as well, then you can use the "report user" feature. It does exactly what you think and alerts the site's community team of a potential issue.

(AP) ? Nordic telecommunications company TeliaSonera AB says it will cut 2,000 jobs, or 7 percent of its staff, after sales and profits slumped in the third quarter.

Net profit in the three-month period was down 1.2 percent to 4.80 billion kronor ($723 million), from 4.86 billion kronor a year earlier. Sales sagged by 3.2 percent to 25.8 billion kronor.

CEO Lars Nyberg, President and CEO said the company's cost base is growing faster than its revenues, "and we have to reverse that trend."

Nyberg said TeliaSonera will try to cut costs by 2 billion kronor in the next two years, partly by reducing its workforce, "and our initial estimate is that it will affect approximately 2,000 employees."

TeliaSonera offers mobile services in the Nordic region and Spain, and also owns stakes in telecom operators in central Asia.

Bizarre alien 'Tatooine' orbits two suns, in four-star solar system

The alien planet, called PH1, is a gas giant planet slightly bigger than Neptune.

Amateur astronomers have helped discover an alien planet with two suns and a twinkling twist: The entire twin-sun setup, a real-life version of Tatooine from "Star Wars," is orbited by two more stars ??a solar system that is the first of its kind known.

The?alien planet, called PH1, is a gas giant planet slightly bigger than Neptune. Its discovery in the midst of a strange, four-star planetary system is the first confirmed world discovered as part of the Yale University-led Planet Hunters project, in which armchair astronomers work with professional scientists to find evidence of new worlds in the bountiful data collected by?NASA's Kepler space telescope.

"Planet Hunters is a symbiotic project, pairing the discovery power of the people with follow-up by a team of astronomers," said Debra Fischer, a professor of astronomy at Yale and planet expert who helped launch Planet Hunters in 2010, in a statement. "This unique system might have been entirely missed if not for the sharp eyes of the public."

Finding a strange, new world

Since its initial discovery via Planet Hunters, the existence of PH1 has been confirmed by a team of professional astronomers, who will present their work today (Oct. 15) at the annual meeting of the Division for Planetary Sciences of the American Astronomical Society in Reno, Nev.

With a radius about 6.2 times that of Earth's, PH1 is a smidge bigger than?Neptune. The gassy planet spends 138 days completing a single orbit around its two parent stars, which have masses about 1.5 and 0.41 times that of the sun. The stars circle each other once every 20 days.

The two other stars orbiting the PH1's twin suns are about 1,000 astronomical units (AU) from the parent stars. (One AU is about the distance between the Earth and sun, about 93 million miles or 150 million kilometers.)

If you're hoping to catch the quadruple sunset, this may not be your best bet. The researchers estimate PH1's temperature would range from a minimum of about 484 degrees Fahrenheit (524 Kelvin, or 251 degrees Celsius) and a maximum of 644 degrees F (613 Kelvin, or 340 degrees C), too hot to be in the?habitable zone.

"Although PH1 is a gas giant planet, even if there is a possibility of rocky moons orbiting the body, their surfaces would be too hot for liquid water to exist," researcher Meg Schwamb of Yale University and colleagues write in a draft of their research article.

A planet with two suns

Until now, scientists had identified just six planets orbiting two parent stars, called circumbinary planets, and none of these have stellar companions orbiting them. Until their discovery, circumbinary planets were once the realm of science fiction with Tatooine, the fictional homeworld of Luke Skywalker in "Star Wars," among the most famous.

"Circumbinary planets?are the extremes of planet formation," Schwamb said in a statement. "The discovery of these systems is forcing us to go back to the drawing board to understand how such planets can assemble and evolve in these dynamically challenging environments."

The Planet Hunter volunteers, Kian Jek of San Francisco, Calif., and Robert Gagliano of Cottonwood, Ariz., spotted PH1 using the transit method, noticing faint dips in light as the plant passed in front of, or transited, its parent stars.

Gagliano said he was "absolutely ecstatic" about the finding. "It's a great honor to be a Planet Hunter, citizen scientist, and work hand in hand with professional astronomers, making a real contribution to science," he said.

Jek, too, expressed his amazement.

"It still continues to astonish me how we can detect, let alone glean so much information, about another planet thousands of light-years away just by studying the light from its parent star," he said in a statement.

Schwamb led the team of professional astronomers who confirmed the discovery and characterized the planet, following observations from the Keck telescopes on Mauna Kea, Hawaii.

The research was supported by NASA and the National Science Foundation Astronomy and Astrophysics Postdoctoral Fellowship.

Renee Sebastian opened my eyes to tea in the same the way that Jim Araneta did with beer. Being a coffee drinker, I have not given tea the attention that it deserves. ?That is, until I tried some of Renee?s tea blends which are available at her tea salon, da.u.de. After my initial visit, I could not wait to go back and try as many blends as I could as they were all little surprises of flavor. ?Let us listen to Renee, as she gives us a peek into her world.

Please tell us how your love affair with Tea started?

As a singer I always relied on tea to condition my throat. I suppose in hindsight, one may call that more of a necessity than an affair, but it was something that truly allowed me to initially understand the benefits of tea drinking at an early age. It really is my curiosity about different cultures that somehow led me to my passion for tea. I traveled the world to widen my perspective and I felt drawn to tea more and more as I began to notice the similarities and differences between tea drinking societies.

What made you decide to put up a dedicated tea lounge like da.u.de. in the Philippines at this point in time?

I have always thought of myself as a progressive artist. I saw the challenge to bring authenticity into the tea drinking culture here in my motherland and decided that it would be something worth tackling. I also wanted to contribute to the advancement and acceptance of tea worldwide and saw that if I could convince Filipinos then I would be well on my way to this goal. I feel that this challenge truly shaped the concept of da.u.de tea lounge and I?m proud to say that it is the very reason why my work stands unique despite the myriad of tea concepts found in the western world.

Please share with us your concept of da.u.de., and, how you came up with such a unique name?

da.u.de?s mantra is ?Traditional wellness for modern lifestyles?. It is also in line with my philosophy in art and life that we must continue to pay homage to our traditions whilst trying to modernize. da.u.de tea lounge is a showcase of that concept where tea is presented in different applications, the kind you come in contact with day in and day out. It is designed to educate and encourage people to introduce it into their lifestyle. That is why I have created product lines like da.u.de?s coffee alternatives, which give drinkers another option to add into their daily ritual of hot cuppas.

I started the brand in NYC and being part of the diaspora there, I sought to brand my identity by embracing a name that is truly Filipino yet not so obvious. I wanted to pique people?s interest so that it would open up the opportunity for me to talk about my ancestral land. I came across the word ?dayude? in a travel book about the Philippines and it said it was the most intricate part of a tribal loincloth. It is the Igorot?s mark or identity. I always revered the craftsmanship dedicated into those designs and I knew that my work needed to be intricate and that my work needed to be associated with my ethnicity.

Aside from running da.u.de, I heard that you are involved in other tea related activities/businesses abroad. ?Please tell us about these.

I consider tea blending my main profession. I distribute my teas outside of Manila as well but my office in the USA is only open to the trade. I also do private labeling where a company will go into a contractual agreement with me in order to carry my blends under their own brand.

What is your all time favorite Tea?

Difficult to answer! As far as orthodox teas, I do love my Oolongs. And, please don?t make me choose between my own blends. That?s impossible!

Lets now switch to food: ?What is your favorite food blog, cookbook, food-related TV show and food magazine?

I don?t watch that much TV; but when I get the time to watch the television I enjoy watching Emeril Lagasse?s show partly for the food and the humor. I really think that art has to be both skill and personality and he?s got both! I?m a sucker for Martha Stewart?s magazines. They just do it all!

If for example, you have to entertain a foreign guest for a day, ?where would you take him for breakfast, a mid-morning snack, lunch, an afternoon snack, dinner and cocktails?

Around Manila, I?d take my guest to:
Breakfast: ?Gram?s Diner for some Tapa with Rice
Mid morning Snack: On a Saturday, I?d definitely go to Salcedo Market
Lunch: ?Abe for some Filipino Food or da.u.de for some Filipino-American comfort food
Afternoon snack: ?da.u.de for some afternoon tea!
Dinner: Dampa or some authentic Filipino seafood place
Cocktails: back at da.u.de or maybe my place and I can mix up some mean artisan drinks (tea infused of ? course)

Do you also love to cook? If so, please tell our readers what is your signature dish?

Actually, I do when I have the time. In NYC, I used to throw dinner parties often. I love doing themed nights like doing an all Oaxacan menu where I would make the mole from scratch. I don?t really consider it my signature dish but I do think it was the hardest dish I ever learned how to make (and the most painful because of having to peel 7 different chilies without gloves!)

What junk food do you love?

I occasionally have my Nachos and spicy cheese dips.

Is there a food that you just can?t seem to enjoy?

Well, I don?t normally like curry except when it is done really well like green curry in Thailand or da.u.de?s beef rendang made by Chef Ramon Antonio.

Can you give three tips to aspiring Tea Masters?

Don?t focus on the title. Focus on the craft. I always get asked in da.u.de tea lounge how it feels to be a tea master. I always jokingly respond that I?m just Renee. But in truth, it is my experience and passion that propels me ahead, at least in these islands, for tea can never be mastered in a lifetime.

Live the lifestyle. You can?t be a tea master if you don?t love it enough. My most recent tea master who taught me how to make green teas said the reason why he shared his knowledge with me was because he believed that the tea that my hands produce would probably be a very good one. I asked how does he know. He responded that he knew the moment he saw my notebook with all the teas I?ve sourced around the world complete with my tasting profile notes and because of the ?passion in which I speak about teas. I do because I live it.

Don?t stop learning. There is a lot of ?information, particularly in the Internet, about tea. Some of them are misleading. Read enough to be able to discern the facts and continue to challenge what you?ve previously read. That was the only I was able to know now what I know. I had to challenge the source and then trust it when I was convinced.

What are the future plans for Renee Sebastian and da.u.de?

For me: ?I would love to win a tea blending championship. Every year I do my best to enter a blend into competition and I?m hoping that I make my mark soon.

For da.u.de: ?I would love for da.u.de teas to be in an average Filipino home. Expansion is always a goal but I believe in quality not quantity. da.u.de must always retain its artisan approach and it must be a brand celebrated internationally but remains rooted in the Philippines.
