Senate passes $182B spending bill (AP)
WASHINGTON ? The Senate has approved must-do legislation to fund the day-to-day budgets of five Cabinet agencies, kick-starting long overdue work to add the details to budget limits agreed to by President Barack Obama and congressional Republicans this summer.
The bipartisan 69-30 vote came on a $182 billion bundle of three bills to fund programs including transportation, space exploration, housing subsidies and the FBI for the 2012 budget year that started a month ago.
Under the budget pact enacted in August, lawmakers have to cut about $7 billion ? or less than 1 percent ? from the more than $1 trillion budgeted last year for the daily operations of federal agencies. Such cuts are too small for tea party conservatives but would come in addition to savings from benefit programs like farm subsidies and Medicare expected from a deficit "supercommittee" later this month.
The budget limits, however, mean large cuts to programs like community development grants to local governments and subsidies for cities and towns for new equipment and less for the hiring of additional police officers. Highway funding would be held at last year's levels, save for $1.9 billion in emergency help for states to rebuild from natural disasters.
Overall, the legislation holds agency budgets like the FBI and the U.S. Marshals Service mostly flat relative to last year. The retirement of the Space Shuttle allowed NASA to absorb a cut of $509 million, or 3 percent, while Section 8 housing subsidies for the poor would get a $663 million increase, or about 2 percent.
Tuesday's vote was a step forward for the moribund appropriations process on Capitol Hill.
While the so-called deficit supercommittee is deadlocked over taxes, the once-powerful appropriators on Capitol Hill ? responsible for everything from funding the Pentagon to making sure the Department of Agriculture has enough meat inspectors ? have been stuck as well, victims of a tea party revolt and disputes among congressional leaders.
At issue are 12 annual spending bills that used to consume months of lawmakers' time. Instead, not a single one has been completed and signed into law a month into the 2012 budget year. House leaders have pulled the plug after passing six of the 12 bills; The Senate's passage of three bills bundled into one will bring that chamber's total to four completed measures.
Top lawmakers admit that the original goal of wrapping things up by Thanksgiving isn't going to happen. The new goal is to complete Congress' work by Christmas, but even that goal could prove difficult. It'll take a stopgap spending measure in coming weeks to buy more time.
The 2012 bills follow up a hard-fought compromise between Obama and House Republicans in April, an accommodation that carved almost $40 billion from agency budgets for 2010, which were enacted when Democrats controlled Congress.
But this year's cycle of spending bills has been interrupted by an unusual dynamic: the August mid-course agreement, which has paved the way for Senate action while making it more difficult to pass the remaining bills through the tea party-driven House.
In the House, more than 50 tea party lawmakers still back a GOP spending "cap" that's $24 billion less than House Speaker John Boehner and Obama agreed to in August as part of hard-fought legislation to increase the government's ability to borrow.
But without the support of tea party lawmakers, it would take Democratic votes to pass most of the bills, which has created heartburn for GOP leaders because it means the bills would have to be largely scrubbed of items offensive to Democrats like policy "riders" on the environment and labor regulations. That's an unappetizing prospect for Republican leaders and it appears to be the main reason why the remaining six bills haven't come to the House floor for votes.
Meanwhile, Senate action was held up until the August agreement. In addition, plans to advance some of the legislation in September ? and even earlier ? were scrapped as Republicans and Democrats quarreled over disaster aid and Obama's jobs package.

Montel Williams: Israel leads in medical marijuana (AP)
JERUSALEM ? Emmy Award-winning television personality and patient activist Montel Williams said Sunday he was impressed with Israel's liberal attitude toward medical marijuana, and he believes the U.S. could learn a thing or two from the Jewish state.
Williams was diagnosed with multiple sclerosis in 1999 and he has since been an outspoken advocate of medical marijuana to relieve pain caused by the disease.
The former host of the popular long-running talk show "The Montel Williams Show" is in Israel on a fact-finding mission to learn about its medicinal cannabis practices. He is meeting with legislators, scientists and physicians.
At the height of his TV career, Williams was one of the most recognizable faces in America alongside fellow daytime TV hosts Oprah Winfrey, Phil Donahue and Geraldo Rivera.
"We need to get out of the dark ages and into the new ages," he told The Associated Press. "Not every patient can use cannabis, but for those who can ? why deny it?"
In Israel, certain doctors can approve cannabis prescriptions and disperse them to patients, said Itay Goor-Aryeh, the head of the pain management unit at the Sheba Medical Center in central Israel.
He said that while marijuana use is strictly regulated, many doctors prefer prescribing it to patients who qualify because it is "the lesser of evils."
"Those patients, if they do not get cannabis, they will get morphine-like drugs and other harmful drugs," said Goor-Aryeh. "I think that in many ways, cannabis is tolerated and is less addictive that morphine-based drugs."
Sixteen U.S. states have decriminalized the use of medical marijuana to some extent. Critics claim dispensaries are often no more than drug trafficking fronts.
Williams said that those merely seeking to smoke pot won't go through the lengthy bureaucratic process when they could just "go down the street."
Williams, 55, said he takes cannabis on a daily basis.
"For me, there is nothing else that can do what it does," he said. "It helps me suppress my pain ... When I am not using cannabis I am thinking about my pain every 45 seconds."
He said the drug has been "vilified to substantiate the false reason why it was banned in the first place," and that he hoped it would one day become a regular prescription drug.
"There are chemicals within that plant," he said, "and some of the leading science on where and how those chemicals work is being done right here in this country," referring to Israel.

Wetlands: Drying intensifying wildfires, carbon release ninefold, study finds
ScienceDaily (Nov. 1, 2011) ? Drying of northern wetlands has led to much more severe peatland wildfires and nine times as much carbon released into the atmosphere, according to new research led by a University of Guelph professor.
The study, published November 1 in Nature Communications, is the first to investigate the effect of drainage on carbon accumulation in northern peatlands and the vulnerability of that carbon to burning.
"Russia, Indonesia and Canada all have abundant peatlands, but they also have been hotspots for intense peat fires in the past decade," said Guelph professor Merritt Turetsky, who worked on the study with William Donahue of the Water Matters Society of Alberta and Brian Benscoter from Florida Atlantic University.
In pristine states, peatlands often resist fire because of their wet soils. "Our study shows that when disturbance lowers the water table, that resistance disappears and peat becomes very flammable and vulnerable to deep burning," she said.
Recently, destructive peat fires plagued the Moscow region. In the late 1990s, severe Indonesian fires in drained peatlands released carbon equivalent to 40 per cent of annual global fossil fuel emissions.
"Our results demonstrate the importance of cumulative impacts," Turetsky said.
Peatlands store vast amounts of carbon by pulling carbon dioxide out of the atmosphere. For millennia, they've accumulated plant debris -- the remains of wood, moss, and other plants -- and locked it up in layers of saturated peat more than five metres deep in places.
Northern peat covers large swaths of the landscape. Because about half of that peat consists of carbon, it is a globally important carbon pool.
But peatlands are also carbon sources, as this same debris fuels wildfires. "While fire is a widely recognized disturbance in upland forests, the impacts of fire on peatlands and their carbon storage have been largely overlooked," said Benscoter.
The majority of the world's peatlands are located in northern regions, and Canada is home to some of the largest on the planet.
"The extensive deposits of peat in Canada are an important natural resource, but one that is being disturbed more often, not only by wildfire but also by human activities," Turetsky said.
Previous studies have documented the effects of land use practices and global warming on the ecology of peatlands. "But we wanted to examine how decades of lowered water table in peatlands might affect wildfire behaviour, and that required a very large experiment."
To determine those effects, the researchers used a unique outdoor laboratory. A large section of a boreal fen near Slave Lake, Alta., had been drained over 20 years ago in a wetland drainage project. A portion of the fen including drained and pristine plots burned in a wildfire in 2001 allowed for a natural experiment.
Earlier research had documented increases in tree growth and carbon storage after drainage. "But nobody had looked at the impacts of dewatering on fire intensity and associated carbon gains or losses," Donohue said.
The results were surprising, he said. Long-term drainage actually increased tree productivity and carbon storage in the fen soils. But the lower water table also changed wildfire conditions, and losses of soil carbon to burning in the drained areas increased ninefold.
"Even though the organic matter accumulation doubled over two decades after drainage, severe burning triggered the complete loss of this newly stored carbon, plus a further 450 years' worth of peat accumulation," Donahue said.
"Currently, peatlands are considered important global stores for carbon. But we've shown that human disturbance or climate-induced drying can switch peatlands from sinks to potentially huge sources of carbon, with losses associated with severe burning far outweighing long-term rates of sequestration."
